Mr. Caputo has been informally counseling Mr. Martin as the prosecutor has pursued widely criticized inquiries into congressional Democrats, pardoned Biden family members and Justice Department officials who investigated Mr. Trump's ties to Russia.
Mr. Martin cast the hiring of Mr. Caputo as more closely aligning his office's mission with Mr. Trump's.
