Federal authorities arrested the CEO of Four Corners Health LLC at San Francisco International Airport while he attempted to board a flight to Nigeria. Antioch resident Cashmir Chinedu Luke is accused of fraudulently obtaining more than $7 million from the Department of Veterans Affairs by submitting approximately 10,000 false claims for veteran home-care services that were never rendered. Claims spanned December 2019 through 2024 across Fresno, Tulare, Merced, Mariposa, Madera, Contra Costa and San Francisco counties. Alleged fraudulent billing included duplicate bills, hours caretakers did not work, and services billed for veterans who were deceased. Luke was the sole owner and billing representative, controlled the reimbursement bank account, and allegedly personally profited by spending funds or transferring them through bank accounts in Asia. The U.S. Veterans Affairs Office of Inspector General is investigating and Assistant U.S. Attorney Calvin Lee is prosecuting.
