Oakland police served a search warrant in the 100 block of Carroll Street and brought the man back to Oakland for questioning. Officers recovered items believed to link the man to the theft. The mayor's Ford Expedition, with California-exempt plates, was taken from a secured City Hall parking lot and was found in Vallejo on Tuesday. Investigators suspect a key fob was taken from a mayoral staff office and used to access and drive away the vehicle. Officials said public safety remains a priority.
