"After significant deliberation, taking into account both the affected public's concerns regarding the cost of the fee and the not insignificant anecdotal evidence regarding tax-related difficulties many US nationals residing abroad encounter, including in part because of FATCA, the Department made a policy decision... to propose alleviating the cost burden for those individuals who decide to request CLN services by returning to the below-cost fee of $450."
"This action is being taken to help alleviate the cost burden for those individuals who decide to request CLN services by returning to the below-cost fee that was in place from 2010-2014."
The US State Department announced a final rule reducing the Certificate of Loss of Nationality (CLN) fee by 80 percent, from $2,350 to $450. This decision concludes a six-year legal battle by Americans living abroad who viewed the fee as unreasonable. The department cited concerns from affected individuals and anecdotal evidence of tax-related difficulties faced by US nationals abroad, partly due to FATCA regulations. The new fee returns to the below-cost rate that existed from 2010-2014. The change becomes effective April 13, 2026, thirty days after publication. Those with renunciation appointments before this date will pay the higher $2,350 fee, while appointments on or after April 13 will use the new $450 rate.
