This prestigious program distributes around 8,000 merit-based scholarships annually to support international educational and cultural exchange. The former board members alleged that the administration denied awards to many selected candidates for the 2025-2026 academic year and imposed an unauthorized review process on foreign recipients, compromising the program's integrity and undermining the non-partisan nature established by Congress in the 1961 Fulbright-Hays Act.
At the program's inception, Congress clearly specified that the Fulbright Board has final approval authority of applicants, which occurs after an exhaustive and deliberate, year-long process.
