The misconduct hearing in south London on Monday heard that Detective Sergeant Ray Mackennon line-managed Officer A, who was assigned to investigate Carrick in August 2021."
"The appropriate authority contends that the failures of the officer concerned are in part or wholly attributed to unconscious or conscious bias regarding Female E's sex or race. Det Sgt Mackennon denies the accusation that he failed to ensure Officer A adequately investigated the woman's serious allegations against Carrick."
A Metropolitan Police detective sergeant is under investigation for allegedly failing to properly oversee an inquiry into David Carrick, a former armed officer now serving 37 life sentences for serial rape. Carrick is recognized as one of the UK's most prolific sex offenders, having attacked more than a dozen women. The misconduct tribunal heard that Detective Sergeant Ray Mackennon line-managed the officer assigned to investigate Carrick following a woman's report that he had anally raped her multiple times during their relationship. The appropriate authority contends that investigative failures may be attributed to unconscious or conscious bias related to the victim's sex or race. Mackennon denies the accusations against him.
