Jules Pipe, deputy mayor for planning, granted approval for a twin-tower student accommodation at Baltic Wharf, Paddington Basin, comprising one 20-storey and one 12-storey block with 605 student bedrooms. Westminster councillors objected, arguing the towers would cause loss of daylight, privacy and harm residents' quality of life. Councillors said the development makes no contribution to Westminster's housing crisis, noting 4,500 families in temporary accommodation costing 60m a year and declining numbers of children in the area.
