The RFU applied to remove restrictions on large-scale events at Twickenham's Allianz Stadium but Richmond Council rejected the request, only permitting extended hours for smaller events. Residents reported serious nuisance issues including blocked exits from homes, public urination, shouting, fighting and vomiting during events. Restrictions stemmed from issues at an Eminem concert in 2018 that included a crowd crush and long waits to collect bags. Separately, the RFU sought planning permission for 15 major non-sporting events annually and an increased capacity of 75,000, up from 55,000. The RFU argued market demand has changed and promoters are avoiding Twickenham.
