Wes Streeting urged Labour colleagues to stop making excuses and blaming the system for the slow pace of change in public services. A former close aide to Sir Keir Starmer argued that regulators, campaign groups and vested stakeholders have hobbled government and that the British state has grown while simultaneously emasculating itself. That aide described a political 'perma-class' focused on preserving status within the system. The prime minister said regulations, consultations and arm's-length bodies lengthen the time from decision to delivery. Streeting asserted that centre-left fortunes depend on action rather than external forces.
