Keir Starmer will return Angela Rayner to his cabinet. Angela Rayner stood down from government in September after the prime minister's ethics adviser found she breached the ministerial code by underpaying stamp duty on her £800,000 seaside flat. Rayner had been regarded as a frontrunner to succeed Starmer until her shock resignation. Starmer and Rayner remain close political allies. Starmer described Rayner as the best example of social mobility, noting her first baby at 16 and upbringing on one of Stockport's poorest council estates. Starmer expressed that he missed her and called her a major voice in the Labour movement and hugely talented.
