Keir Starmer appointed Tim Allan as executive director of communications during a Number 10 reshuffle. Allan previously served as a special adviser to Tony Blair from 1992 to 1998 and founded Portland Communications in 2001, serving as managing director until 2019. Allan served on the board of trustees at Sex Matters, an organisation that promotes trans-exclusionary policies and states there are two sexes: female and male. Critics including Good Law Project raised concerns about Allan's Sex Matters role and Portland's commercial ties to Kazakhstan, Qatar and Russia. Allan described Sex Matters as a human rights charity focused on clarity about sex in law.
