"The Culture, Media and Sport Select Committee found David Kogan appointable after his scrutiny hearing and we are now pleased to proceed in announcing him as chair. It is vital that the work to set up the regulator continues at pace to strengthen the governance of the national game and for that we need a chair in post and a board put in place. We have cooperated fully with the inquiry by the Commissioner of Public Appointments and await the report's publication."

In April, Nandy, who now serves as Secretary of State for Culture, Media and Sport, described Kogan as the "outstanding candidate" for the position, even though he was not originally included on the government's initial three-person shortlist."
David Kogan has been named the first chair of English football's new independent regulator on a five-year term running until 19 May 2030. The Commissioner for Public Appointments is conducting a full inquiry into his appointment, which remains ongoing. Kogan disclosed donations to Labour leadership campaigns in 2020 and told MPs he would be totally politically impartial and utterly transparent. Culture Secretary Lisa Nandy described him as the outstanding candidate despite his omission from the initial shortlist. The Culture, Media and Sport Committee found him appointable but urged demonstrations of independence from political influence. DCMS says it has cooperated fully and awaits the inquiry report and stressed the regulator setup must continue at pace.
