Manchester city council launched a disciplinary inquiry last summer following complaints from young female employees about sleazy and creepy behaviour on a night out. The law firm Weightmans LLP upheld a complaint that Binks had inappropriately touched and grinded on a junior female employee in a city centre bar. Manchester did not inform Rochdale of the inquiry until 24 October, two months after receiving the complaints. Rochdale received a redacted copy of the report but legal officers reportedly held it for a month without proposing options. Councillors and a local MP raised concerns given the council's history with grooming scandals and called for reassurance to women.
