An OBR economic forecast appeared online about 40 minutes before Reeves announced budget policies to the Commons, undermining the budget. Richard Hughes, chair of the OBR, said he will continue to lead the watchdog unless he loses the confidence of the chancellor, the Treasury committee or parliament. The OBR investigation into the leak is expected to report to the chancellor on Monday. Reeves said she will study the report and expressed respect for Hughes. Reeves denied lying about the public finances and said a productivity downgrade costing 16bn required tax increases. Keir Starmer said the 26bn tax-raising budget kept to the manifesto while asking everyone to contribute; Reeves defended the budget as smaller than last year and said the context had changed.
