The Government should not deploy additional state surplus to fully address the cost-of-living crisis, prioritizing long-term stability alongside short-term pressures. After strategic investment funds, a surplus of about €2.5bn could still be maintained. Reserves should be preserved to respond to potential deterioration in oil supply and resulting price increases, especially amid volatility in global energy markets. The Government has already intervened with €750m in response to the fuel crisis. Budget measures can alleviate pressures on families through tax changes, childcare support, social protection for pensioners and lone parents, and targeted help for people on low incomes. Retrofitting can also support families. Additional reserves are needed to manage possible future impacts of war-related developments in the Middle East.
