Commons Leader Lucy Powell defended Rayner, citing major policy achievements including social housing investment, the Employment Rights Bill, a large local government settlement, planning reforms and devolution measures. Shadow Commons leader Jesse Norman said the conduct gives an appearance of serious impropriety that discredits the Prime Minister and the Government. A tax expert said Rayner could face a fine up to £12,000.
