It included a copy of a fixed-penalty notice for 150 for allegedly dropping litter outside the H&M store on Market Street on the afternoon of 14 December last year, which warned that the maximum fine would rise to 2,500 if the case ended up in the magistrates court."

Steve Jones, a 53-year-old teacher from Teddington, Greater London, received a collection order for £433 after a Manchester magistrates court conviction for allegedly dropping a cigarette butt. Jones does not smoke, has visited Manchester only three times, and was arranging a family funeral hundreds of miles away when the alleged offence occurred. Manchester City Council issued a fixed-penalty notice showing an address in Barrow-in-Furness and an incorrect year of birth. Jones contacted the council to explain the mistaken identity, but the prosecution continued in his absence and the fine and costs were pursued.
