Kent County Council rejected a joint complaint against Peter Osborne after a leaked WhatsApp message in which he said he hoped to punch an anonymous colleague. The complaint alleged breach of the code of conduct, including harassment, bullying and intimidating behaviour. The council informed group leaders that it did not believe Osborne was acting as a councillor when he sent the message and judged the remark insufficiently serious to warrant action. The council noted further action would yield little because the incident was already public. Opposition figures called the decision unacceptable and worrying and criticised the lack of sanctions.
