Steve Reed said a sharp surge in housebuilding will be required to meet Labour's 1.5 million homes pledge by 2029. New-home starts fell from 207,000 to 139,000 after Labour took office, the lowest since the Covid-19 pandemic. Reed said ministers are using planning reforms, new targets, and some building on former green belt land to boost supply, with the main increase expected later in the parliament. The Planning and Infrastructure Bill is intended to speed up decisionmaking and make it easier to approve homes near public transport, which Reed said could add a million homes. The OBR forecasts 1.49 million net additional dwellings, slightly below the target, and a low of 215,000 new homes next year.
