Rachel Reeves abolished the two-child benefit cap and unveiled progressive measures including a mansion tax. The two-child limit had prevented parents from claiming child tax credit or universal credit for more than two children. The abolition is estimated to cost £3bn by the end of the parliament. Dozens of Labour MPs publicly supported the change, and select committee chairs said the move would immediately lift hundreds of thousands of children out of poverty and prevent more entering it. Several Labour MPs praised the policy as improving children’s prospects, while party leaders sought to consolidate unity around the budget.
