Alan Milburn returned to his childhood home in Benwell while leading a government review into rising numbers of young people not in education, employment or training. Almost one million 16-to-24-year-olds are NEET, the highest level in more than a decade. More than half of that group are economically inactive and not seeking work. The north-east of England is among the hardest regions for young people to find employment. The situation is described as a social, economic and political catastrophe. Local youth workers criticize the term "Neet" as stigmatizing, misleading and unfairly blaming individuals.
