Penny, a victim of grooming, was abused from age 12 by men who initially won her affection with gifts. She suffered severe physical abuse and was sold for sex. Despite some convictions, many perpetrators remain free. The independent inquiry into grooming gangs aims to investigate the scale of abuse, the operation of these gangs, police knowledge and actions, and cultural factors that led to victim discrediting. The inquiry will cover cases from the last 30 years to identify patterns of abuse.
