Home Secretary Shabana Mahmood is notifying police chiefs that the Officer Maintenance Grant will be scrapped and replaced with ringfenced funding specifically for neighbourhood officers. The grant was introduced in 2019 to support the Conservative pledge to recruit 20,000 additional officers by 2023 and coincided with rises in trained officers in desk-based support roles. There was a year-on-year decline in overall officer numbers between March 2024 and March 2025. Police leaders warned forces will struggle to recruit an extra 13,000 officers by 2029. Political debate centres on causes and responsibility for shifts in officer distribution and numbers.
