Matthew Collins provided three witness statements in December 2023, February 2025 and August assessing Chinese intelligence activity and its risks to the UK. The December statement said Chinese intelligence services are highly capable and conduct large-scale espionage to advance the Chinese state's interests and harm UK interests and security. The February statement said Chinese spying threatened the UK's economic prosperity and resilience. The February and August statements also said the government remained committed to pursuing a positive economic relationship with China. All three statements were published by Downing Street after the CPS dropped charges against Christopher Cash and Christopher Berry; both men deny spying.
