"Edward Garnier KC, a former solicitor general under the Conservative government, has proposed the formation of a specialist panel to review the cases of each prisoner still serving an abolished Imprisonment for Public Protection (IPP) jail term. He told The Independent too many IPP prisoners are now victims of state action or lack of it as he urged the government to fix this broken system."
"In an amendment tabled to the Sentencing Bill, which is due to be debated in the House of Lords at report stage in the New Year, he has called for the justice secretary to appoint 12 current or former crown court judges. Judges would then review each case considering the prisoner's offending, how long they have served, their risk to the public and what support they would need in the community and decide whether they should be released on licence."
Edward Garnier KC proposed appointing a specialist panel of 12 current or former crown court judges to review every prisoner still serving an abolished Imprisonment for Public Protection (IPP) term. Judges would assess each prisoner's offending, time served, risk to the public, and support needs in the community and decide on release on licence. The justice secretary would retain power to decline a panel decision to free a prisoner. Judges would consider transferring prisoners with mental disorder or those who would present a risk to the public or themselves to hospital. Almost 2,500 inmates remain on IPP terms abolished in 2012 and lack release dates.
