Burcu Yesilyurt, a Kew resident, was fined £150 after pouring a small amount of leftover coffee from a reusable cup into a road gully while waiting to board a bus on October 10. Enforcement officers confronted her and issued a penalty under Section 33 of the Environmental Protection Act 1990, which prohibits disposing of waste that may pollute, including pouring liquids into drains. She lodged a complaint, saying the fine was disproportionate, that she had no warning signs, and that she was unaware of wrongdoing. Richmond Council reviewed body‑worn camera footage, said officers acted professionally, and defended protecting local waterways.
