Two teenagers, Owen Flowers, 18, and Thalha Jubair, 19, were arrested at their homes around lunchtime on 16 September and charged after investigations by the National Crime Agency and City of London Police. Flowers was arrested for a second time that week and can be named after turning 18. Both face charges mostly under the Computer Misuse Act, including conspiracy to commit an unauthorized act in relation to a computer causing or creating risk of serious damage to human welfare or national security. Flowers faces additional allegations linked to attacks on US healthcare organizations. Jubair also faces a Regulation of Investigatory Powers Act charge for failing to surrender PINs and passwords. Both will appear at Westminster Magistrates' Court where bail or remand will be determined.
