He noted intelligence suggests Russia is using freelance agents for actions like arson and sabotage. Horne emphasized that these threats threaten national security, critical services, and lives. Additionally, he remarked on the role of cyber intelligence in protecting people and highlighted threats from Iranian and North Korean actors as well.
The Russian Intelligence Services have focused - amongst other activity - on waging acts of sabotage, often using criminal proxies in their plots.
These threats are manifesting on the streets of the UK, against our industries and our businesses, putting lives, critical services and national security at risk.
Plausible deniability means our adversaries are normalising the use of cyber in pursuit of their geopolitical objectives, which may not align with our own.
