He began offending in 1976 and was placed on the sex offenders register for life in 2009 due to a serious sexual assault. On July 1, while drunk outside a Tesco store, Lumb approached a woman, violating his order that restricted unsupervised contact with women. He pleaded guilty to breaching the order and being drunk and disorderly.
