"On considering the criteria for recommending placement in open conditions, the panel recommended that Mr MacLean should be returned to an open prison.""
Anthony MacLean was jailed for life in 1989 after convictions for multiple rapes and sexual assaults in west London. He targeted mainly ground-floor flats, removing lightbulbs, watching properties and lying in wait, using masks and a knife, and gagging and punching victims. His victims were described as career women. MacLean served a 12-year minimum term, underwent 13 Parole Board reviews, and was transferred to open prison twice. He was sent back to closed prison in October 2024 after breaching a temporary release licence. The panel accepted his remorse for the breach and recommended return to open conditions; release was refused for public protection. The Justice Secretary will decide whether to accept the recommendation.
