After public feedback, ORR reversed that decision within 24 hours and granted Network Rail and Avanti permission to continue running the 07:00 service with passengers. ORR said the service could negatively affect reliability and punctuality on the West Coast Main Line but recognised its importance and popularity and will support its continued operation. The U-turn applies only to the 07:00 Manchester Piccadilly to Euston service; four other services will run without passengers later this month.
