NS&I's technology transformation program is £1.4 billion over budget and four years behind schedule. A revised integrated plan from systems integrator Capgemini exceeds HM Treasury spending limits and the March 2028 timetable. The program risks requiring an extension of the incumbent Atos contract beyond its 2028 end date. NS&I manages £240 billion in customer investments and asserts it has capacity and resources to deliver a final plan on budget, while continuing to evaluate options to reduce costs. The National Audit Office previously criticised the Project Rainbow transformation, which began in 2020 to digitise services and replace a 20-year Atos deal.
