"Sir Stephen Watson, Chief Constable of Greater Manchester Police, said the victims' bullet wounds may sadly have been sustained as a tragic and unforeseen consequence of the urgently required action taken by my officers to bring this vicious attack to an end. The Independent Office for Police Conduct (IOPC), the police watchdog, has launched an investigation into the fatal shooting by armed officers, who opened fire on the terrorist within seven minutes of the first 999 call."

Knifeman Jihad Al-Shamie, 35, wore what appeared to be an explosives-laden belt and launched a car and knife onslaught; he carried no firearm. He had been under investigation for an alleged rape earlier in the year and was on bail at the time. Chief Constable Sir Stephen Watson said the wounds may have been an unforeseen consequence of officers' urgent actions. The IOPC has opened an investigation into the shooting.
