Greenwich, Waltham Forest and Kensington and Chelsea were branded red under a new Department for Transport mapping tool that rates local highway authorities with a traffic-light system based on effectiveness in spending government road maintenance funding. Kensington and Chelsea described their red rating as "baffling." Waltham Forest asked the DfT to revisit and correctly analyse its data, and Greenwich said it had raised methodological concerns and was working with the DfT. The DfT said the ratings use a clear, published methodology and official statistics provided by local authorities, and that red authorities will receive dedicated support. The DfT defended transparency and rejected claims it mishandled or ignored data. Transport Secretary Heidi Alexander said no pothole data had previously been collected and said the map assesses road condition, investment level and use of best practice and value for money.
