A legal change expected in the spring will alter the tests used to bring criminal charges and misconduct proceedings in use-of-force cases. The IOPC said its decision needed to take those impending changes into account. Kaba's family, represented by the charity Inquest, said they were devastated and criticised the Met for inviting the IOPC to drop proceedings in November. Blake was acquitted of murder at the Old Bailey but remained due to face gross misconduct proceedings.
