A woman walking a Welsh Springer Spaniel in Northampton was issued a £100 penalty for not carrying a dog waste bag during a short town centre walk. The dog did not foul during that outing but the enforcement officer fined her on the spot for lacking a means to pick up in a PSPO area. The woman expected a warning or advice but received a fine instead. Multiple people reported similar experiences and called for councils to issue warnings before fining for lesser-known rules. PSPOs allow councils to set local rules and breaching one without reasonable excuse is an offence.
