The IOPC report upheld or found cases to answer for misconduct in 92 complaints about police actions. However, the law at the time means no officers will face disciplinary proceedings because they had all retired before investigations began."
An investigation concluded that twelve police officers would have faced gross misconduct proceedings for fundamental failures and attempts to blame fans on the day of the 1989 Hillsborough FA Cup semi-final and in its aftermath. The Independent Office for Police Conduct (IOPC) published a report finding misconduct upheld or cases to answer in 92 complaints about police actions. Ninety-seven Liverpool fans were unlawfully killed after police opened an exit gate, failed to direct supporters away from a tunnel, and allowed overcrowding in central pens. The law at the time prevents disciplinary action because the officers had retired before investigations began. Legislation has now been changed.
