The report identified at least 12 Chinese fishing vessels using North Korean crew from 2019 to 2024. Workers are reportedly kept at sea for extended periods, with their earnings confiscated by the North Korean government. This practice illustrates the systemic forced labor issues in North Korea and highlights the severe conditions faced by workers, who often take these jobs to avoid conscription and economic hardship.
Some of the North Korean crew told me that they work on Chinese fishing vessels to escape from military conscription. There are only two choices, to support the government by working in plantations or a government enterprise.
The government takes the money and once they return, the government builds them a house as compensation. They were not happy about the arrangement.
