United Airlines, American Airlines, and Delta Air Lines are offering refunds or penalty-free changes for customers traveling during the impacted period. United made refunds available even for non-refundable and basic economy tickets. American said most schedules, including long-haul international flights, will remain unchanged and that it will proactively notify impacted customers and urged a resolution to the shutdown while thanking unpaid federal staff.
