Shirley Bloomfield to Retire as CEO of NTCA
"Many of you know that I have a creed in leadership, that we all have a finite time to leave our world better than we found it. And part of that recognition is knowing when the time has come for an organization to have fresh leadership, perspective, vision, and a longer runway to get the job done."
"While I am proud of what we've accomplished, I'm even more excited about what lies ahead for this industry. Rural broadband is no longer an afterthought. It's essential infrastructure, a driver of opportunity, and a national priority."
Shirley Bloomfield will retire as NTCA CEO in March 2026 after 36 years with the association, including roles from vice president (1986–2007) to CEO since 2010. Tenure achievements include creation of the Foundation for Rural Service and launch of the Smart Rural Community and Gig-Certified programs. Strong advocacy for Universal Service Fund preservation and reform marked recent activity, with the Supreme Court upholding the USF in June. Engagement with federal broadband programs such as BEAD and public outreach through interviews and initiatives strengthened rural broadband visibility. A transition period will allow leadership continuity over the coming months.
