TikTok experienced days of app glitches due to an outage at an Oracle data center and finalized a deal forming a US joint-venture ownership structure. Users concerned about the new owners' ties to the Trump administration and users affected by outages sought alternatives. UpScrolled, founded by Issam Hijazi, launched in June 2025 and saw a sharp download surge beginning January 21. Sensor Tower estimated about 400,000 US downloads and 700,000 global downloads, with 85% of US downloads occurring between January 21 and 27. UpScrolled reached No. 2 among free apps in Apple's App Store and No. 1 in the social networking category.
