The Oakland Police Department is approaching the conclusion of a 23-year federal court oversight program with 49 of 52 required reforms completed. City leadership, police command staff, city attorneys, and civilian oversight entities committed to finishing the remaining reforms and shifting department culture toward sustained constitutional policing. Three outstanding reforms address the timeliness of internal affairs investigations, the quality of those investigations, and consistency of discipline. Recent internal investigations data show stark racial disparities in sustained findings: four white officers sustained in 2024 compared with 23 Black and 25 Hispanic officers, and no sustained findings for white officers in internally generated cases versus 47% for Black and 24% for Hispanic officers. Persistent inequities in discipline raise concerns about equitable police services delivery.
