The 16 teams comprise second-placed qualifiers and four Nations League entrants, seeded into three ranking-based pots while a fourth pot contains the Nations League qualifiers. Pots 1 and 2 host semi-final matches. Path matchups include Wales v Bosnia and Herzegovina, Italy v Northern Ireland, Ukraine v Sweden, Poland v Albania, Slovakia v Kosovo, Turkey v Romania, Czech Republic v Republic of Ireland, and Denmark v North Macedonia.
