Proposed venues include Old Trafford (planned redevelopment), the proposed new Birmingham City stadium, Wembley (likely final host if ratified by FIFA) and Everton's new Hill Dickinson Stadium. Windsor Park was considered for Euro 2028 but was not included. The Football Associations state the tournament could turbo-charge the women's and girls' game and commit to leaving a lasting legacy in the run-up to 2035 and beyond. From 2031 the tournament will expand to 48 teams; England enter as two-time reigning European champions and 2023 runners-up.
