Teams have been using injuries to create tactical stoppages by getting coaches time to relay instructions. Outfield players were ordered to leave the field for 30 seconds after the 2023/24 change to deter the tactic. The tactic shifted to goalkeepers because they cannot be forced off after treatment. Leeds accused Manchester City goalkeeper Gianluigi Donnarumma of feigning injury to allow coach Pep Guardiola to give new instructions as City won 3-2. The International Football Association Board panels considered requiring a nominated player to go off for 30 seconds when a goalkeeper receives treatment, and discussed banning players from the touchline during stoppages. The proposal will be debated at Ifab's annual meeting on 20 January.
