FIFA president Gianni Infantino called for reconsideration of the ban preventing Russia from competing in international football, saying the suspension has achieved nothing and increased frustration and hatred. Infantino proposed readmitting Russian teams at least in youth categories to allow boys and girls to play abroad. FIFA and UEFA expelled and suspended Russia after the 2022 invasion of Ukraine; UEFA briefly eased the policy for U17 teams in 2023 before reversing the decision amid opposition. UEFA president Aleksander Ceferin said Russia will be readmitted when the war stops. The FIFA Council announced a U15 festival open to all 211 member associations.
