"The Independent Football Regulator (IFR) has announced a new owners' test that is designed to block "rogue" individuals from buying and running football clubs in England. It replaces the owners' and directors' test - sometimes known as the "fit and proper person test" - which is applied to all prospective buyers of clubs throughout English football. The test has been widely criticised for allowing unfit personnel to acquire football clubs in recent years."
An independent owners, directors and senior executives test will replace the current owners' and directors' (fit and proper person) test across English football's top five divisions. The test will assess honesty, integrity, financial soundness, and require proof of necessary skills and experience from prospective and incumbent owners. Powers will include financial penalties, public censure and compelled divestment to hold clubs and individuals to account. The regulator can review current owners as well as new buyers. Proposals require ratification and are subject to a public consultation open until 6 October, with a response to be published later this year.
