The committee determined this represents a systemic pattern rather than isolated incidents, violating FIFA's statutory objectives. Beyond the fine, the IFA received a warning and must display anti-discrimination banners at three home matches. The IFA must invest one-third of the fine toward implementing discrimination prevention measures. FIFA rejected the Palestinian FA's request for IFA suspension.
