BART and VTA are entangled in a dispute over communication and unilateral project updates on a $12.75 billion, 6-mile BART expansion through Silicon Valley. BART alleges VTA failed to share a report on twin-bore tunneling costs and cost-reduction measures before public disclosure. VTA plans to use single-bore tunneling for the expansion's 5-mile tunnel and published a report supporting that approach on Aug. 11. VTA began preparing Newhall Maintenance Yard in April 2024 and proposed deferring some train-car service construction to reduce costs. BART rejects reduced yard development and asserts such omissions undermine transparency, public responsibilities, and stakeholder confidence.
These lapses are incompatible with the level of transparency and cooperation expected between primary project partners.
