A measure by Sup. Chyanne Chen would add limited tenant protections allowed under state law as a trailer to Mayor Lurie’s zoning plan that permits demolition of rent-controlled buildings of two or fewer units. The proposal mandates Rent Board hearings for reported landlord harassment and earned unanimous commission support and several Board cosponsors. Planning Commissioner Gilbert Williams warned that state mandates will lead to legal displacement of vulnerable seniors and people with disabilities. Williams urged revisiting demolition mitigation accounts and expanding every tenant protection still available under state restrictions.
